I like to plot out the times to see if a visual helps, but in this case, I think the plots are inconclusive. I plotted Montgomery County top 20 relay times indoors for the past five years. Try to focus in on the blue diamonds for boys and purple diamonds for girls to see if this year's relay times deviate from the average.

4x200 - The top ten girls teams look slower than average, but the top twenty boys times look about average compared to the last four years, outside of the #1 time being much slower than the past four years.

4x400 - The top three boys teams are much slower than average, but the average boys teams, #4-20, look about normal. The girls 4x4's look definitively slower than average from 1-20 this year.

4x800 - girls seem about average and boys certainly seem above average. In this case I think it may just be a down year for the boys in the 4x800. It maye be a lack of talent rather than a lack of emphasis due to the rule change. The 4x8 relays the last few years have been shattering all the records so maybe this is the year the boys came back to earth.
